Ordering Terms and Conditions

Prices and Availability: The lead time options available for non-stocked items will be provided to you, along with pricing, in response to your specific quote request. (See our quote request form link above). As with all product specifications, all prices are subject to change at any time – so please refer to our datasheets and/or contact our sales staff with any questions or concerns.

Payments: Customers (domestic or international) who do not have a credit account established with us must pay in advance of shipment (and usually at the time of order). This is made easy to do via PayPal or major credit card – for which we may charge a small surcharge to cover our additional expense when using such services.

Cost of shipping and risk of loss or damage during shipping: Regardless of the method of payment, our company policy is that all quotes are made and orders accepted FOB, EXW or CPT our location: Texas Components/Houston, TX, USA – meaning, all shipping costs, taxes, tariffs, duties, and all risks and responsibility of delivery (including risks of loss) are assumed by, borne by, and the responsibility of you (the customer) after the products leave our possession and our facility. Texas Components is not responsible for lost or damaged shipments – so let’s work together to choose the best carrier and shipping method for you and your orders.

Shipping carriers and methods: Our policy is that we will ship only by methods and with carriers that can be accommodated completely by our in-house systems (UPS, FedEx, DHL, USPS) and that support “proof of delivery”. We can ship using your account with such carriers, or we can use our own account and add the cost of shipping/handling to your order (in which case all orders and charges are subject to a final modification based on the ultimate nature of the package and shipping method.) A few shipping carriers and methods automatically include a nominal amount of insurance, but, in general, shipments are not insured unless you make such an arrangement with your insurance provider or within your account agreement with your own carrier or, for each order and shipment, you provide specific written instructions to us that we should, when using our carriers, also add (and charge for) carrier provided insurance.

Small and international customers: As mentioned, Texas Components orders are quoted and filled FOB our location in Houston, Texas. Many methods exist to ship your order, including methods that can a) prove we did actually ship your order, b) provide prompt delivery, c) prove you actually received your order, and d) insure against lost or damage (e.g. Federal Express, UPS, DHL, USPS Global Express Guaranteed or USPS Express International). However sometimes, especially for small and international customers, the cost of such shipping methods can be high compared to the value of a the order. In such cases, we can ship by USPS First Class International or other untracked/uninsured methods if you prefer, so you can enjoy the reduced cost of that method, BUT you must recognize, understand, and accept that USPS First Class International to some locations (and even some forms of USPS Priority International to some locations) will not provide any tracking, proof of delivery, or insurance, and that, once the shipment leaves our offices, Texas Components has no control of or responsibility for its ultimate passage through customs and/or its ultimate delivery to you. So please choose the shipping method you feel best meets your needs and expectations, and appreciate that we just cannot be responsible for the mail services in your country.

Quality Systems: The proprietary quality system employed by Texas Components was developed over 37 years of service and, in particular, was created in response to the need to meet military specification compliance requirements. Texas Components does not currently engage third party certifiers but, instead, is audited quarterly and, more fully, annually by Vishay Precision Group, Inc. (VPG) as part of the manufacturing and distribution license that authorizes Texas Components to manufacture Bulk Metal Foil resistors and related products here in North America. In lieu of relying on a third party certification, our quality system is often reviewed and approved by the quality department of the major customers we regularly serve prior to the initiation of such service, including such customers in demanding aerospace industry. This approach has, over these many years, proven more focused, efficient, and effective as the nature of various third party certifications has been changing in scope and import. Texas Components welcomes any requirement you might have to meet your quality expectations and requirements.

Returns, Exchanges, & Cancellations: Our products are primarily custom made to order and we begin making plans and acquiring materials as soon as the order is placed. So, with very few, very limited, very rare exceptions, all orders placed are non-cancellable and non-returnable i.e. ALL SALES ARE FINAL.

Texas Components Corporation has been involved in the electronic component sales and distribution industry since the 1960’s, including representing Vishay Intertechnology, Inc. products since the 1970’s. In 1980, Texas Components became an authorized manufacturer and marketer of Vishay (now Vishay Precision Group, or VPG) Bulk Metal® Foil resistive technologies and related products. By the 1990’s, Texas Components had established a division exclusively focused on the support of Bulk Metal® Foil resistors and the development of custom designs as well as derivative products and applications using VPG’s Bulk Metal® Foil technology. Bulk Metal® Foil technology often plays an important role in the custom packaged network devices and multi-chip modules designed and manufactured by the other divisions of Texas Components.

The special characteristics of Texas Component’s Resistive Products Division include: a) a specialized employee structure, training, and experience set dedicated to Bulk Metal® Foil technology and product performance; b) a low physical plant profile with heightened customer service and responsiveness; and c) an unwavering focus on quality manufacturing and accurate delivery of Bulk Metal® Foil resistive technologies and the development of related and derivative designs and applications.

The unique design of VPG’s Bulk Metal® Foil makes possible superior product designs and performance that are just not possible with any other technology. The same design features that create this outstanding performance also allow for precise customization in any quantity. Dr. Felix Zandman, the founder of Vishay and the developer of the Bulk Metal® Foil technology, wanted to insure that, as his company became larger and more diversified, customer responsiveness be maintained at the highest possible level, through multiple supply chain channels and choices.

To this end, and in order to provide complete customization of resistor specifications, Dr. Zandman developed the Precision Center conceptallowing for the manufacture of Bulk Metal® Foil resistors in facilities more proximate and responsive to it’s customers. Texas Components was asked to participate in this program and has since grown to be the largest, most experienced, and most technically capable in the Americas, having also developed numerous custom designs and even proprietary products using Bulk Metal® Foil technology.

Texas Components has the only million unit+ capacity manufacturing facility in the Americas today, and, with over three decades of experience manufacturing these products, is the most experienced and technically capable USA manufacturer of Bulk Metal® Foil resistors. EXAMPLE OF TESTING SERVICES:

PRE/POST MANUFACTURING OPERATIONS, aka PMOs
(for Bulk Metal Foil Resistors)

Pre and Post Manufacturing Operations (PMOs) enhance the already greater stability inherent in Bulk Metal Foil Resistor. These PMOs are uniquely applicable to resistors made of Bulk Metal resistive foil, and they take the already superior stability of Bulk Metal Foil based devices one step further. The PMOs described are not applicable to thick film, thin film, or wire – as they constitute an exercising of the resin that bonds the Bulk Metal Foil to the substrate.

The exercises that are employed are (1) temperature cycling (2) short time overload, and (3) accelerated load life.

Temperature Cycling:
This exercise is done initially in the chip stage of all production and will eliminate any fallout in the PMO cycling. The cycling exercises the bonding resin and relaxes the Bulk Metal Foil without reducing the bonding strength. A small reduction in resistance is tolerable during this PMO operation.

Short Time Overload (STO):
The STO operation is performed on all resistors during manufacturing. Its function is to eliminate shorts (if any) so this PMO operation is further assurance and enhancement of the inherent pattern based design of Bulk Metal Foil.

Accelerated Load
The standard load-life curve of a Bulk Metal Foil resistor exhibits a change in the beginning of the load-life, and then not much change after the first 100 hours. By employing the PMO exercise of accelerated loading, this bend in the load-life curve can be removed so that the resistor is, thereafter, always on the flat part of the curve. How much acceleration is a function of the application should be worked out between our applications engineering department and your design team.

Conclusion
These same operations when applied to resistors based on thick film, thin film, and wire technology (for example) have vastly different consequences. The PMOs are only applicable to Bulk Metal Foil, and they are in fact an enhancement to the resistor’s performance (when they can actually drive other resistor types out of tolerance, or even open). The failure mechanisms in these other resistor types are too numerous to discuss here, but Bulk Metal Foil resistors are the least affected by these PMOs – and, in fact, these PMOs only serve to further stabilize and enhance overall Bulk Metal Foil resistor performance. Accordingly, such PMOs should be considered when the level of stability required is beyond even the published limits for standard product.
